Functions: A. In conformity with the Constitutional provisions, the Excise Department of Government of West Bengal is concerned with the administration of the following Acts and Rules framed there under: i) The Bengal Excise Act, 1909 (Bengal Act V of 1909). ii) The Narcotic Drug and Psychotropic Substances Act, 1985 (Central Act 61 of 1985) iii) The Medicinal and Toilet Preparations (Excise Duties) Act, 1955 (Central Act 60 of 1955). iv) The West Bengal Molasses Control Act, 1973 (West Bengal Act VI of 1973). B. EXCISE PROFILE IN ALIPURDUAR 1. In terms of West Bengal Excise (Reorganization of the Excise Administration) Rules, 2012, published under Government Notification No: 1074-Ex, Dated: 01.11.2012, a new Excise District, namely Alipurduar Excise District was created on 01.12.2012, after bifurcation of the erstwhile Excise Department of Jalpaiguri Distric. 2. The Jurisdiction of Alipurduar Excise District is co-terminus with newly created Alipurduar District. For undertaking effective Preventive actions at the Range level, better monitoring & supervision of growing number of Excise establishment & for strengthening Excise Administration at the lowest level, the erstwhile Excise Administrative setup was re-organized by way of delimiting the erstwhile jurisdictions of Excise Ranges & Circles and the present Administrative set up & operational area of Ranges & Circles are as follows: 3. Present Administrative set-up of Excise Department of Alipurduar: (a) District Magistrate & Collector, Alipurduar. (b) Additional District Magistrate & Collector of Excise, Alipurduar. (d) Additional Superintendent of Excise, Alipurduar Excise District. In addition, the Excise administration is administered by the following Range & Circle level Excise Officials:
C. 1) The Department strives to achieve the dual need of prevention, manufacture, supply, distribution & sale of illicit / counterfeit / spurious & non-duty paid liquor / intoxicants & attaining the full realizable revenue potential of the district.
2) The operations of the Excise Department centres around enforcement of regulations relating to the manufacture, production, possession, distribution, transport & sale of liquor & other intoxicants. 3) The Department strives to achieve the dual need of prevention, manufacture, supply, distribution & sale of illicit / counterfeit / spurious & non-duty paid liquor / intoxicants & attaining the full realizable revenue potential of the district. 4) The process of recruitment of Officers & Staff, almost in all cadres, is in progress to strengthen the manpower in the Department.
