Panchayat General Election 2018

Functions:

 

  1. As Drawing and Disbursing Officer (DDO): draw and disburse salary and other allowances to employees of DP&RDO Section.

  2.                     *Sub-allotment of salary to the employees of Gram Panchayat & Panchayat Samiti and their salary disbursement through IOSMS.

                        *Sub-allotment of TA, DA & Honorarium to elected members of GP & PS.

                        *Sub-allotment of Honorarium to Tax Collectors of GP.

                        *Preparation of sub-allotment Order for allotment of salary and other allowances to employees of RD set up.

                        *Preparation of sub-allotment Order for allotment of funds for Somobyathi.

  3. Recruitment matters: As member convenor of District Level Selection Committee, DP&RDO plays an important role in declaring vacancies, calling of meetings of DLSC and thereby taking appropriate steps for filling up of the vacancies at GP & PS.

  4. Service Matters of employees of GP, PS & R.D Set up: Preparation of gradation list of employees and taking necessary steps for service confirmation, promotion, transfer, etc.

  5. Panchayat General Elections: : DP&RDO plays a pivotal role in three tier Panchayat General Elections including seat reservation of GP, PS Constituencies, delimitation of constituencies, reservation of office bearers of GP & PS. Responsible for overall conduct of elections.

  6. Implementation of ISGPP & IOSMS: Plays an important role in effective implementation of ISGPP at Gram Panchayat level and takes appropriate steps for monitoring of IOSMS.

  7. Monitoring & Supervision of Gram Panchayats: : Responsible for monitoring and supervision of Gram Panchayats for better service delivery. Plays an important role in preparation of Gram Panchayat Development Plans (GPDP), including conducting of half yearly and yearly Sansad Meetings of Gram Panchayat.

      Schemes:

       

      IGNOAPS(Indira gandhi National old age pension scheme)

      Eligibility:

                          *Must Belong to BPL Category

                          *Age Must be Between 60-79 Years

                          *Must not be a benificiary under any pension scheme

      Amount of pension is Rs 400/- per month in case of 60-79 Years and RS 1000/- per month for benificiaries above 80 years of age.The pension is payable through Bank or Post office Account.

      The Scheme aims at UNIVERSAL COVERAGE. For assistance and information, the B.D.O. & E.O. Panchayat Samiti may be contacted.

       

IGNWPS (Indira Gandhi National Widow pension Scheme)

Eligibility:

                    *Must Belong to BPL Category

                    *Age Must be Between 18-59 Years

                    *Must not be a benificiary under any pension scheme

                    *Submission of Death Certificate of husband is mandatory.

Amount of Pension is Rs. 600/- per month and is payable through Bank or Post Office Account. The Scheme aims at UNIVERSAL COVERAGE. For assistance and information, the B.D.O. & E.O. Panchayat Samiti may be contacted.

 

    IGNDPS (Indira Gandhi National Disability Pension Scheme)

Eligibility:

                    *Must belong to BPL Category.

                    *Age must be between 18-59 years.

                    *Must not be a beneficiary under any Pension Scheme.

                    *Percentage of disability must be 80% and above.

Amount of Pension is Rs. 600/- per month and is payable through Bank or Post Office Account. The A/C may be self operated or may be joint A/C with the person taking care or looking after the beneficiary.

Performance: An amount of Rs. 2,12,81,600/- is being disbursed under different categories of NSAP pension per month.

 

    NFBS (National Family Benefit Scheme)

    Eligibility:

                    *Must belong to BPL Category.

                    *Death of bread-earner whose age must be between 18-59 years.

                    *Death Certificate is mandatory. Death can either be natural or accidental. In case of accident death, post mortem report is must. Suicide cases will not be covered under this scheme.

                    *Must not have received Rs. 40000/- and is payable one time through Bank or Post Office Account.

There is no fixed quota under this scheme. For assistance and information, B.D.O. & E.O. Panchayat Samiti may be contacted.
Performance:- 1423 nos. of cases have been sanctioned and an amount of Rs. 5,69,20,000/- has been disbursed since the receipt of first allotment in April, 2016 after creation of Alipurduar District.

 

PROFLAL (Provident Fund for Landless Agriculture Labourers)

  Eligibility:

                        *Must be in the age group of 18-60 years.

                        *Must not possess more than 50 decimal of land.

                        *Must be agricultural labourers by occupation.

Under this scheme, beneficiary pays Rs. 20/- per month and the Govt. contributes equal amount. On attainment of age of 60 years or unwillingness of the beneficiary to continue the scheme or upon death of the beneficiary, the beneficiary’s contribution of the Govt. along with interest on the entire amount is paid either to the beneficiary or to the nominee in case of death of the beneficiary.

AABY (Aam aadmi Bima Yojna) & SSA (Shikha Sahayog Yojna)

Benefit under AABY
Natural Death – Rs. 30000/-
Accidental Death – Rs. 75000/-
Fully handicapped upon accident – Rs. 75000/-
Partially handicapped upon accident – Rs. 37500/-


Benefit under SSA
An amount of Rs 100/- each per month payable to maximum two children of the beneficiary.

SAMOBYATHI

                    *One time financial assistance to the bereaved family members of a deceased person, who are in extreme financial necessity to incur expenditure and other incidental expenses for performing the rites and rituals of the said deceased person.

                    *Quantum of Assistance provided under this Scheme is Rs. 2000/-.

                    *4955 beneficiaries have been provided assistance under this Scheme since inception.

The assistance under this Scheme shall be sanctioned and disbursed in case by the Block Development Officer on receipt of written application form the next of kin or nearest family member of the deceased person.
